2. Hugo Strange

On the Fox series, Gotham actor BD Wong does a fantastic job playing Hugo Strange. The reason he makes the cut has everything to do with his utilization of science as a tool to help him take over Gotham. The Birds of Prey will need a complex villain like Strange, someone who will push them to their limits and force them to team up.

Moreover, Strange doesn’t require any distinct connection to Batman in order to have his story told. Dr. Hugo Strange is a scientist hellbent on wealth and power. In Birds of Prey, a perfect Hugo Strange adaption could follow his endeavors overseas and his return to Gotham City.

In the comics, Strange was thought to be dead, during that time he conquered Europe but grew bored. He returned to Gotham with a new identity and opened up a mental hospital for the wealthy. He injected his patients with a deadly serum mutating them into what he called, Monster Men.

With a cure for their man-made ailment hanging in the balance, they did the evil biddings of Strange and terrorized Gotham. Birds of Prey could keep the entire angle in London and away from Gotham to rid themselves from any direct connection to Batman — just a thought.
