28. Konstantin Kovar
The final villain Oliver Queen faced before his return to Starling City, Konstantin Kovar was the governor of Krasnoyarsk and used his position to gain influence in his criminal empire. He wanted to take Anatoly’s place as head of the Bratva. Kovar had many followers and became an instrumental part in Oliver’s journey from playboy to vigilante.
It was quite a coup for Arrow to cast Dolph Lundgren as the villain and his stature was suitably imposing. Even Stephen Amell looked much smaller in comparison and Lundgren was adept at showing the arrogance of his character. Kovar would often taunt his prisoners and was completely ruthless.
Oliver defeated Kovar twice, first in a Russian casino and then after Kovar followed him to Lian Yu. The battle in the casino was one of the most brutal battles Arrow has shown. Oliver and Kovar fought each other to a standstill before Oliver eventually gained the upper hand. He seemingly killed him, before he returned to fight Oliver on Lian Yu.
Because of their battle, Oliver almost missed his chance to get on the boat back to Starling City. But, he was able to overpower Kovar and snap his neck, leaving his body on the island to decompose.
