The New Avengers were accidentally created by Electro and the Skrulls

New Avengers: Breakout
The skrull impersonating Elektra took the lack of superhero teams as an opportunity to set their plan in motion. They hired Electro to create a distraction and break Sauron out of the superhuman prison the Raft. Elektra didn’t care how it was done as long as it couldn’t lead back to them. Unfortunately for Electro, destiny was on the side of the heroes.
Luke Cage and Matt Murdock were on their way to the raft to speak to the Sentry and Spider-Woman was Matt and Luke’s S.H.I.E.L.D. liaison. Captain America just happened to be in a helicopter that crashed on The Raft with Spider-Man in tow. On top of that, Iron Man answered the call to help with the prison breakout. The heroes took care of the situation returning half of the inmates back to their cells.
After everything settled down, Cap had a talk with Iron Man. Cap took this as a sign that a new team of Avengers had assembled. He brings them together to try and return the remaining villains back to The raft. The information they received leads them to the Savage Land where Logan just so happened to be. At the end of this series, a new team was formed. All because of the Skrulls.
