22. Walter Steele

While Robert Queen may have only been part of Arrow with the help of flashbacks, memories, and dreams, Walter Steele was there to act as a family friend and mentor. Walter was one of Robert’s closest friends and he was there to offer support to the Queen family. And the fact that he was married to Moira Queen at one point should have made him a character we not only liked but also appreciated.

The problem with this character is the fact that both the viewers and Oliver himself did not like Walter. And even it seemed as if this made sense at the time, over the course of the first two seasons we realize that he is not a bad guy at all. In fact, I would say that Walter Steele is one of those grounding characters who helped to build the series into what it was.

Even though he only made an impact on the series for a short amount of time, he did in fact helped shape things in the early years. Walter had a temper, but considering we have seen Oliver’s own temper at times, this just didn’t make him a bad guy.

Here was a man who was grounded in reality, who helped run Queen industries, and who acted as a real asset to the show in the first two seasons. But over time, Walter no longer had a place in the world of Arrow, which is sad, but happens.

Walter Steele may have been around primarily in the early seasons, but he helped lay the foundation for the future.
