15. Milton Mamet

Milton Mamet was one of the few people that The Governor trusted and one of the few people in The Governor’s inner circle who knew exactly what The Governor was up to.

The Governor tried very hard to keep up a façade of normalcy at Woodbury, but behind the scenes, he was killing people and he had Milton performing experiments on people and on walkers. Milton was a scientist before the apocalypse, and he was fascinated by the walkers. He studied them, and the process of people turning after they died, in order to try and find a way to reverse the process. The Governor wanted Milton to find a way to turn Penny back into The Governor’s human daughter instead of a child walker.

Andrea helps Milton by acting as security for him when he’s trying to figure out what makes people turn after they die. And later in the episode, Andrea tries to enlist Milton’s help when she plans on sneaking out of Woodbury and going back to the prison to warn Rick and the others and to join them again. Milton doesn’t know if he wants to help her, and he seems to morally okay with what The Governor is doing, but at the very end, he decides that Andrea was right about The Governor and that he needs to do something.

Of course, by then it’s too late. The Governor orders Milton to kill Andrea, who is a prisoner and tied up in an old dentist’s chair. Milton refuses so the Governor fatally injures him and leaves him to turn and devour Andrea. Milton tries to prevent this by dropping a tool so that Andrea can try to free herself but it’s too little, too late. Andrea is bitten by Milton after he turns.
