During One World Under Doom, Victor von Doom announced to the planet that Earth’s leaders surrendered control to him. With that came rules that helped humanity. Among them are no more wars and borders don’t exist because everyone is a citizen of Pax Victoris. He even managed to kill Nazi leaders Baron Zemo and Red Skull. While all of this is great, the vampires of the world are being oppressed.
Yes, saying vampires are being oppressed is a weird statement because they’re known as blood-sucking monsters. However, in this case, it isn’t their fault. Some humans were made vampires against their will and wanted to live a normal life. Doom may have saved the world during Blood Hunt, but he also started calling vampires a problem that needed to be fixed. This led to people turning into violent mobs and killing vamps for feeding off pigeons and being turned away at blood banks. Thankfully for them, the Fantastic Four were on the case.

Sue Storm (Invisible Woman), Ben Grimm (The Thing), and Jennifer Walters (She-Hulk) decided to take a day off and not focus on Doom being in charge. Their good day ends when a mob of people kill vampire parents and attempt to kill their kids. After protecting the children, Jennifer, Sue, and Ben are called race traitors. Since they’ve been called worse, this doesn’t affect them. It actually motivates them to get a cure.
Reed works tirelessly to find something to help satiate the vampire bloodlust and discovers a cure. He immediately tells the world what he’s done and offers his discovery for free. It’s so thorough that it can be made from things in a normal kitchen. It may not cure vampirism, but it will stop them from needing blood. It was a much-needed win after a week of Dr. Doom being ruler. Unfortunately, their win was short-lived.
Doom’s influence has caused most people to forget that he has been a universal threat for decades. In his defense, Doom made the world safer for most people. And unlike most politicians, he’s made good on his promises. It’s no wonder people are putting Doom flags and signs on their lawns. We all want some sort of hope and Doom’s given it.
With all of that said Victor is up to something. There’s no way everything he’s done is ethical. In X-Factor No. 7 (written by Mark Russell), Doom stops a conflict but gets access to mind control technology. Has he used it on the right people and that’s why was given control? If he hasn't used it yet, will he later? Mind control is the only reason Wakanda would acknowledge Dr. Doom as their superior.
Here's the scarier thought, what if everything Doom's done is on the up-and-up? That's not out of the question. He's a genius who rules the world but lets the leaders keep their jobs. They may have accepted that this is the best course of action. For now, there are questions without answers. Thankfully, Bam Smack Pow will be here with them when they’re revealed.
