Captain America has the best catalog in the MCU. He’s the only character with a trilogy without a bad movie. Captain America: The First Avenger could be considered the weakest of the three and it was Marvel's best origin story. The Winter Soldier is still regarded as a top three comic book movie. Civil War looks like an Avengers title, but it counts as a Captain America film.
Out of all the Avengers projects, Steve Rogers had the most range. Tony was fun and had some deep moments, but Steve was better. His humor hit differently because of his personality. Saying simple things like “Language” and “I understood that reference” are iconic moments. Funny enough, they both came during the Avengers movies.
Lastly, we come to the fight scenes. Steve Rogers is an enhanced human, but he’s not as strong as the Hulk or as fast as Quicksilver. It makes his fights more impressive. The choreographers made everything Steve did look smooth and fluid. Especially in the elevator and when he battled the Winter Soldier. It's a difficult thing when you have to add throwing his shield into the mix.
All of that is to say that Steve Rogers is the best Avenger. But, was there ever really any doubt?
