5. Machinesmith

Samuel “Starr” Saxon began his villainous career as a nemesis for Daredevil, but he’s been a more consistent thorn in Captain America’s side over the years. He has a history with both Baron Strucker and the Red Skull and has tangled with S.H.I.E.L.D. and Nick Fury as well. Oh, and there’s that small matter of actually “killing” Captain America.

Maybe audiences wouldn’t be too keen on seeing Cap go up against a mechanized villain so soon after Avengers: Age of Ultron,  but Machinesmith’s power to transfer his consciousness instantly from one robot body to another would be an interesting problem for Rogers to overcome, and in the hands of a savvy screenwriter, he’d make a good foil for playing up Cap’s “man out of time” syndrome.
